Yeah, this rule of thumb is good advice, but I like having rope that is wide enough. It keeps my hands from slipping around and getting tangled up in my shoes. If I only had a thick rope, I would just have a piece of string that I grab and twist into a loop. This way I wouldn’t have to worry about slipping around and getting tangled up in my shoes.
If rope is only wide enough for your legs, you are basically asking for a rope that is wider than your body. Also, you will not be able to tie your shoes with a rope that is only wide enough for your knees.
