If you can speak it, you can understand it, and you can communicate it with a native speaker.
There are a lot of Spanish speakers on the internet who are using their second language to communicate with the internet. Many people are trying to learn Spanish because they want to be part of the internet, but they are also trying to learn to speak Spanish so they can be part of the mainstream. I think that is a really, really misguided way to go about it.
